At the moment there is no sophisticated theory linking democracy and state performance. Peter Evans began a discussion of this in his book Embedded Autonomy , but political science has wandered off in other less helpful directions since then. It is my hypothesis that bureaucratic autonomy or the precise manner in which authority is delegated from the political principal to the bureaucratic agent is the key to this relationship.
I will be discussing all of these issues at much greater length in the forthcoming second volume of Political Order. None of this is meant to be a defense of the Chinese or Singaporean models.
